We the EXPRESS OIL AND GAS a direct mandate to Refinery company here in Russia with allocation to Refinery seller with legal responsibility under penalty of Perjury hereby Confirm the Availability and Capability to Supply Jet fuel (JP-54-A1,5) Diesel and Fuel oil D2, D6 e.t.c for Immediate Spot and Contract sales. The Supply is guaranteed to meet the Specifications and pass through the requirements. Only direct negotiations from end buyers, representative and mandates will be considered.
So as to enable us provide you with our workable procedure.

TERMS & OPERATIONAL PROCEDURE SPOT CI, DIP & PAY

1. Seller Official Mandate issues SCO, and buyer issue ICPO with scan passport copy.

2. Seller Issue CI for the available quantity in the storage tank, buyer sings and returns the CI to seller with their signed TSA (Tank Storage Agreement) for seller approval also NCNDA/IMFPA signed by all parties.

3. Seller issue ATSC, injection report alongside with the (DTA) Dip Test Authorization AGGREMENT letter to be signed by all parties including buyer’s Tank Farm for proof of the buyer’s readiness to inject into their Leased Tank after dip test in seller’s tank in Rotterdam.

4. Seller issues ( i) Tank Receipt (ii) Tank Storage Agreement (iii) Product Passport issued by SGS (iv) SGS Report (v) Injection Report (vi) Certificate of Origin Authorization to Sell(ATS)

5. Upon successful dip test in seller tank, buyer provide vessel details or Tank details, Seller issue Tittle of Ownership Certificate.

6. Buyer make 100% payment by MT103 TT wire transfer for the total product and seller pays commission to all intermediaries involved in the transaction 24 hours after confirmation of the buyer payment.
